Laurel County Sheriff John Root says K-9 Sgt. Gary Mehler, Deputy Zach Allen and Deputy Marcus Stigall were called out to West Cumberland Gap Parkway where a man was reportedly lying motionless on the side of the roadway. Deputies arrived to find 69-year-old Fairlon Smith, of Corbin, and determined he was under the influence. Smith was arrested and charged with alcohol intoxication in a public place. He was lodged in the Laurel County Correctional Center.
