Laurel County Sheriff John Root says Deputy Zach Allen was called out to a business off West 5th Street where a man was reportedly acting strange. When Deputy Allen arrived at the scene found the man, 54-year-old Arnold Hess of Illinois, smelling of alcohol and apparently under the influence. Hess was arrested and charged with alcohol intoxication in a public place. He was lodged in the Laurel County Correctional Center.
