Laurel County Sheriff John Root says Deputy Zach Allen was dispatched to a business parking lot off West Cumberland Gap Parkway where a man was reportedly walking around screaming at people armed with a knife. Deputies arrived to find 42-year-old Sammy Reynolds, of Manchester, laying on the ground with a knife in his hand. As Deputy Allen exited his cruiser, Reynolds dropped the knife. During the investigation Reynolds was determined to be under the influence. He was arrested and charged with public intoxication – controlled substances and disorderly conduct. Once inside the patrol vehicle, Reynolds reportedly banged his head on the interior. He was lodged in the Laurel County Correctional Center.
