Laurel County Sheriff John Root says K-9/Sgt. Gary Mehler and London Police Officer Josh Morgan caught up to a man wanted for child sexual abuse. 58-year-old Elmo Scruggs, of Hyden, was arrested on Hwy 3094, 4 miles north of London. Scruggs was charged on a Leslie County Circuit Court indictment warrant charging sexual abuse – first-degree – victim under 12 years of age. He was lodged in the Laurel County Correctional Center.
